Item Creation in Release 12 and 13 Empty Item Creation in Release 12 and 13

Item creation in Release 12 and 13 need a role now.

Product Data Steward has to be assigned to the user.

Previously we need to assign it only for Item Import.

Data Access for users has been introduced in Rel. 12 as an addl. layer of security.
